Help! CB200 cylinder dies out during steady throttle- too rich

After getting my 76' CB200 jetted to work with open filters and open cl exhaust, im having some issues with the bike running right. Hopefully some of the carb pros can help! Here are the issues...

-Bike fires right up and idles perfectly until it warms up
-Both cylinders run great cruising around until its fully warmed up/ or in cold weather
-In warm conditions, the left cylinder dies out while idling/ steady throttle
-Cylinder comes back on under throttle load
-Pulled out the spark plug and was fowled out. black and wet
-Not an ignition issue, tested that out

So this is where i need your help. Figuring what most likely can cause this issue. I will do a compression test to rule that out first, but this is what im thinking could be the issue...
-low compression?
-Bad needle and set?
-improper float position?
-Can a high idle screw mixture cause this?

What kind of filters, what are you jetted to, and make sure your needle jets are set the same. Replace your plugs and recheck float height
 
Also, are your carbs synced? The idle screw wouldn't cause fouled plugs

Neither would a poor synch, but it probably needs to be done anyways
