1984 Honda XL350R Bare Knuckled Brawler

Very sweet ride. Not to be stupid, but what is different about the bike before that you couldn't get it on the road but you can now? Laws must be crazy.
 
No front fender, no rear fender, too loud, none of the lights were dot, no idiot lights, rear drum was 1mm out of spec, stock emissions/pcv not connected,

I took that to mean they measure the braking surface. In Pennsylvania they do the same.
 
Its much the same as measuring a disc rotor I guess.

Also number plate was mounted too flat.
