Dissolving aluminum oxide on engine

Anyone have a nice trick for getting rid of the 40 year old accumulation of aluminum oxide all over engine pieces? I'm soda blasting everything before powder coating it, but this stuff is tough, even glass bead blasting doesn't get rid of it all. I've resorted to gently scraping it off with a razor blade, but there has got to be an easier way.
 
Try WD40 with a brass brush.Blasting does the trick too, but soda is too soft, you´ll need coarser grits.
