kz650 from SC

Hi everybody. I'm a 23 year old startin a cafe/fighter project in Columbia SC. Its a 1978 kz650c2. So I've been makin some ok progress on it and have got the carbs cleaned and rebuilt. But when I fill the bowls with gas and try and operate the slides no fuel squirts out. Are they assembled incorrectly, not clean enough, or is that just how these Mikunis operate?

Gas will not squirt out. It will get sucked in by the engine's vacuum.

Appreciate the info. Now to just get it to stumble. Going away next week and I'd like to hear atleast a sputter before I leave.
