I hope that's some hill climbing experiment, because nothing else even comes close to making sense.
 
The ad does say it's set up for HC...of course it also says the engine is siezed, so maybe lawn art?

Ended up not being a 29-JD, but a 31 V. Thinking about bringing it to the shop and looking at it for a while before inevitably parting with it because I don't have time for it.
