This my be a stupid question, but anyways. Could 34mm clip ons fit on 35mm for tubes? I my Clymers manual says the tubes clock in right under 35mm.

We're talking about what? like .03 of an inch here.

I really don't want to pay over a 100 for them if I can. There's an auction on ebay now that's ending in 14hrs. My esnipe is locked and loaded. If that falls through, I may try the 34mm

Think they'll fit?
 
Depends on the clipons and your access to a good machinist. If the clamps had enough meat to machine out the extra to make a nice fit, then probably you'd have no trouble.

However, simply expanding a 34mm to fit a 35mm fork isn't IMHO a good idea. The radius of the two parts will be different and they won't clamp properly.

Do you have 34mm? Better waiting for a deal on 35's.
