I am a Virginia resident trying to obtain the address of the last person that had a motorcycle I now own, titled. They are an Indiana resident and the BMV will not provide this info to an out of state resident. I have submitted the 46449 form and BMV and they replied "currently the state of Indiana can not process out of state requests.
So what I need is an Indiana resident to submit the 46449 form to BMV and mail me their reply letter. I will pay $50 for your trouble via PayPal.
