CB750 wheel spacing axle issue

My bike is a 1982 CB750K, but I believe it has forks from a 79-80 (shorter/non-air). As you can hopefully see from the 2 pictures below, the tire is slightly rubbing on the fender (right side in the first picture) and the wheel is not centered between the forks. The disc also barely clears the fork at all (think "CH"). Is this an axle issue? Are some sort of spacers needed? I am in the market for a new fender, and I figured I might as well fix this while I am at it.




I searched through the parts diagrams here:

and there are some parts discrepancies between the 1980 CB750K and the 1982 CB750K. I found the following part numbers do not match:

1980
Front Axle - 443011-425-870
Wheel Side Collar - 44311-425-870
Disc brake - 45251-425-000

1982
Front Axle - 44301-MA4-670
Wheel Side Collar - 44311-460-840
Disc brake - 45251-460-700

I am wondering if these parts are different sizes and are thus affecting my alignment. Are any of you parts geniuses able to verify any actual differences in these parts from a 1979-1980 bike to a 1982? I have tried to PM the forum member that built the bike but have never received a response. I also did not find anything specified in the build thread. As a result, I do not know if anything other than the forks were switched out during the build.
 
it looks like you have the wrong rotor but that is just a visual issue the 80 rotor is the same foot print as the 82



where is the speedo drive i dont see it ? that may be the big problem

Loosen the bottom two bolts one with safety wire and let the fork leg out till the axle is flush:
