CB550 Cam Chain tensioner install

Rebuilding my Cb550F 77 and am at the stage of putting the jugs back on. They fitted down flush fine, but when I backed them off 20mm and installed the tensioner, they won't sit flush anymore. The tensioner seems to prevent the last 4mm of travel. Also, when it is down the tensioner doesn't want to move so freely.

I know from the diagram in the manual that it looks like it fits into a grove in the crank case, but can't tell if I'm in it and it just needs torquing down once the head is on, or if I'm missing it.

Is there some way to tell, some trick to make sure it is seated correctly?
