Starter shorts for some reason

1970 Honda CL 350
So I am working on putting back together my Honda CL350 and when I put the complete engine into the frame I started wiring up the starter and notice with a test lamp that the cable coming from the starter has been grounded out. Not sure what is going on. And if I just run positive current to the cable and negative to the outer casing it shorts. Anyone have some recommendation on why this happening? Before I put the engine back in I painted it and removed the starter, so maybe I put it in wrong or something.
