Bolt ferrule for welding brackets?

Hey guys,
I was wondering if anyone can tell me what is being used in this picture for creating brackets. I've seen these same ferrules used in lots of photos for making frame braces, etc., but have no idea where to source them. ...is this something that these guys are simply making by welding washers to tubing, or is there a source for these parts?

Sorry for the small photo, my hosing platfor mis cropping it small and square for some reason, but I think you can see the portion I'm talking about.

You could simply use a drill press if you use the proper solid rod diameter for your job - but you'll have to have a care lining up your center punch.

Pretty sure Lowbrow Customs does too. Lots of chopper parts houses sell those types of things.
