Oil Filter Leak

Hello, a few months ago I changed the oil/filter on my '75 cb750 Super Sport and, after learning about the washer that goes between the housing and the spring (which everyone seems to lose and most bikes I've worked on never have them) I decided to put a similar sized washer in there. However the washer was a little too thick and I ended up over-tightening the bolt for the filter housing a little (at factory torque specs it was still seeping a little bit of oil).

Last week I went about changing the oil/filter/replacing the bolt. Needless to say the bolt was a pain to remove. When I put it all back together I decided to get rid of that washer. After tightening to factory torque specs again, I rode her around and have noticed a very slight amount of oil on the bottom of the fins of the housing. I do not want to over-tighten the bolt again. What is the best course of action? Do you think it is stripped?
