1983 kawasaki kz440 iddle issue?

i bought a 1983 kz440 ltd from a guy and noticed it has a high idle i took the carbs off to and saw that the diaphragm was cracked could this be causing a high idle or should i try adjusting the idle screw or throttle cable first this is my first bike and i dont know much only payed 250$ for the bike starts right up but idles really high at about 4.5-5k
 
You should get a new diaphram for sure. Also get the shop manual for your bike and look into getting the timing right.
Is the choke on when you are idling it?
