Oil fouling plug 3/ top end lackluster

Tried searching through other threads with no particular luck so here goes; Put this 81 cb750c together from baskets of parts. Long story short, cylinder 3 is oil fouling plugs. Starts up and idles fairly good. Even low to midrange is good till you wind it up then starts bogging out.
The particulars: New plugs, new spark units. Dyna 30 ohm coil, carbs rebuilt by CycleXchange couple years ago (been sitting bone dry till recently), 4 into 1 exhaust with shorty muffler thats mildly baffled. Stock air box. 68 main jets and 102 secondaries. Compression test came in at 88/ 90/ 90/ 88. ( Seems low but all consistent, might be my gauge).
Question is what direction should i go with this oil fouling and can that be attributed to the sputtering in the top end?? Grey beards... teach a man to fish
