Honda's answer to block off one of the two main jets and corresponding air jets to try to get them to work on their RCB endurance racers. The late great Leon Moss used to drill air compensating passages and add tubes and all manner of strangeness to get them to work acceptably.
Kaz Yoshima kept the stock airbox on his CB900 until he moved up to CR straightbore slide carbs. No simple jetting solutions for those guys and they were the top of the tree.
