rear fender mount

Been Around the Block
I'm thinking of mounting a front fender on my rear wheel, in 'hugger' mode. As a means of mounting it, is this feasible? Strong enough?
Weld a plate on top of the axle adjuster to accept the four fender stays. Would like to mount little brake light/license plate holder to it as well (where the fork brace rivet holes are). This way if you adjust the chain length, the fender follows the wheel.

Plates welded up, brake/tail light bracket fab'd (to use old fork bracket holes, can't have holes with no purpose) cable guide hole to become license plate bracket mounting point. Mounting quite skinny rear tire to better fit the fender. It all works in my head. Let's see if it works for reals. Wonder if it will be sturdy enough to withstand the serious pounding without getting off center and rubbing somewhere. Wonder if my seat will bottom out against the fender under compression of stock shocks. Hope to find out soon. It sure looks nice mocked up in the shop. To me anyway.
