The issue isn't the size of the top tube, it is the top motor mount. The mount adds about 1/4-1/2" on either side of the tube.

You can get that thing to sit level dude, you just have to get creative with that motor mount.  Our old buddy Troy has been through this.  I personally hate Frisco'd tanks.  I know that's an opinion, but I figured I'd be a dick and offer it :-P
I get not knowing, but I can't for the life of me understand not trying. It's only metal it can be fixed. Man up and risk a mistake in exchange for a lesson.

I normally don't like a "frisco" tank either, but they always seem to be your generic peanut tanks and that is why. To me this one doesn't look frisco. looks like it is supposed to follow the frame.  Before I did anything, I would do a photo shop or MS paint hack and level the tank and see which way looks better.  You can always have Brad work on it if you find it looks better leveled.  I bet it won't though I think it looks good following the frame angle.

Here, it ain't the best but gives the idea. level isn't really that much better if at all. mind you I had to skew the image to level it in paint. someone with PS could do a better rendering.

It looks like a bowling ball bag at that angle.

Just putting that out there to help you decided.
