1979 CB650 carb air cut off valve question

Started rebuilding the carb on the '79 CB650 and was missing an air cut off valve. Ordered a new one and noticed that the o-ring is different from the other three that were existing. The existing little "rings" are actually just plugs, while the new one is an o-ring. The plugs don't seem right but I don't know. Any ideas?

I would guess I want them all to match though correct? (All plugged or all o-ring). Still seems to defeat the purpose to plug them but I'm new to these carbs.

Yea, keep them consistent. The air cut off is supposed to keep the bike from popping on deceleration and it was put in to appease the EPA. Here’s a guide to rebuilding the carb bank for the 750. Should be similar and it discusses the blocking of the air cut off valve. It’s way down at the bottom of the manual. Good luck.
