I suspect they're Avon Speedmasters.  Tread varies based on the size of the tire.  Might be a 'rear' tire on the front wheel.

Safety Mileage 4.00x19 front and 5.00x16 rear.

Thank Tim really appreciate it!  Ya they look like the safety milage mark II. 
They both come up as rear tires for the values you gave me though.
