Swivel license plate bracket?

I was wondering if anyone knew or had any ideas of making a swivel license plate bracket. not to run from the popos or anything just to have the option to have it vertical even though my state requires a horizontal mount. Just in case I "forget" to swivel it down I can demonstrate for the officer. Axel mount most likely im thinking to have the taillight on here as well

I've used ball detent assemblies in manufacturing before. Something like this might work. My brother in law are currently wiring a CNC mill we picked up. Might be useful for a project like this.

omarsdtr.com has a licenseplate that mounts to the shock bolt. It can run vertical or horizontal....

I had to modify the piss out of mine to make it fit a CA license plate.
