Rusty frame painting

So I am going to paintme frame and it has a little rust breaking through the paint most places. I know rustoleum sells a rust reformer primer. I planned on using that then but frame paint. I was wondering if I have to stip the frame to use it or if I can just spray over everything, or if I should just stop being lazy and strip/wirewheel and sand and primer and paint like all my other bikes. I'm under and time crunch and need it back up and going by the 22 of August. What do you think?

Scrub off the rust with steel wool. Then scuff up the existing paint with medium grit sandpaper. Then you can prime and paint over it.

Or you could have it blasted and powdercoated. Some places can do it in about a weeks time depending on how busy they are.
