Why is there such a price difference with a carb rebuild kit from a place like dime city cycles as apposed to to one from ebay? Product quality or that it's coming from Japan?

One thing about DCC, if there is a problem, they will fix it pretty quick
The 'Made In Japan' sets are usually pretty good, some parts are made by original suppliers
 
Only VERY RARELY is a rebuild kit even needed. Save your money. Get factory (Mikuni, Keihin etc) gaskets and learn how to clean your carbs. OEM diaphragms (if your carbs have them) too - some aftermarket ones are fine, but some need alterations to work correctly. A very good portion of carbs I do are fine once they are cleaned and all the rebuild kit parts are found, thrown out, and replaced by oem. It is extremely rare for original brass to ever go wrong due to use. Improper cleaning (like with wires, welding tip cleaners etc) is the only likely issue. Needles can wear from vibration but is usually visually evident. Improper carb kit needles are invariably far worse than the worst worn needles. Needle and seat assemblies also usually only need a clean with a q-tip and some polishing compound. Ultra sononic cleaners will NOT guarantee in any way that your carbs are clean (though it is not a bad start). Learn how your carbs work, and clean the passageways one at a time with spray carb cleaner. Nearly always that is all you will need.
