bikes titled as "reconstructed", what can i get away with?

So i bought my bike and realized its titled ( in PA ) as reconstructed.... I have a copy of the PA motorcycle inspection booklet, but it doesnt mention anything about what that means to the home builder. Its titled that way b/c the previous owner put on long forks and some other chopper parts back in the 70s.... My questions are mostly regarding lighting..... What i have to have, what i can do away with......
