CB650C valve noise

Hello guys,

I've got a 1980 CB650C with a 4-1 aftermarket exhaust and stock air box on it. Throughout the process of tuning the bike I've had to readjust the valves a number of times. It seems that every time, the valves are initially quite, but then very quickly get noisy again. I've tried just spot checking and correcting only the ones that seem out of alignment and also trying all at once. Neither approach has yielded and consistent results, let alone a quite engine. Please, this is driving me nuts and I need to get this fixed. Do I need to start considering rebuilding the top end with new valve stems and even possibly a rebuilt cam shaft?
 
what are you setting the valves at?? Are you following a clymers manual?
 
Im hearing that it should be .003 in and .004 ex

But then I would also be looking at the rockers, shafts, cam lobes as well
 
When I'm riding, I hear a ticking, which seems to be the valves, and then I hear a kind of clatter which kind of sounds like it's coming from the bottom end, but I can't exactly tell.

And I hate to ask, but did you start your adjustments with a cold motor and #1 TDC compression??
 
Well yeah these videos really don't help with the poor quality.

Yes and yes. I only do them if I haven't ridden the bike that day. Maybe i should try going to the looser side.
