Title in RI

I'm starting to think about registration for the projects I have going on. The main one is a 1966 bike that I bought from a fellow in CT. I have a bill of sale but nothing else as he never registered the bike after he got it (it was sitting in his barn for 10+ years). I know RI is a non-title state but apparently the DMV needs some proof of pervious ownership... like a tax certificate or somesuch.

Has anyone here registered in RI? Might it be easier to go the Maine or Vermont route? I had heard RI was easy...
