The hub and everything will work fine. I'm not sure of the neck length on the cb650 but I'm pretty sure it's the same as the 750. I'm waiting to hear back from a fellow that purchased the stem to fit a cb650. If you want to take some measurements I can check for you.

7.5" is the same as the CB750. Should work perfectly. If for some reason it doesn't we always accept returns.

would you happen to know whats the biggest size tire a cb350 can run on the stock wheels? the reason i'm asking is i want the front wide enough to make the GSXR front end not look funny with a skinny front tire.

Not sure since I've never done that setup. However, I don't think it would look funny.
