How wide is the tank tunnel, and how wide is the top tube?  Perhaps you could cut out the top tube and replace it with a narrow width but deep section rectangular tube to maintain strength.  Might work with the right sizes and wall thickness. Oval tubing is available if you search.

The issue isn't the size of the top tube, it is the top motor mount. The mount adds about 1/4-1/2" on either side of the tube.
