I have a question about a tachometer plug for a 1980 cm400 does anyone know where i can get one?

I don't know where to buy an off the shelf, but you could always measure up the tach cable end that goes into the motor and have a machinist turn one out for you.......it shouldn't cost much since its fast and easy to make
or if you're on a budget you could always just cut the end of the tach cable off and fill the little hole on the cable end with some black rtv silicone and spray it all black....voila, cheap tach plug
on my cb750 I just took the cable out and siliconed a coin over the hole, in Australia I used a 10c coin but obviously you'd use something locally appropriate
