SR 500 cam tensioner adjustment question

Hi, doing this first time for a friend. From the manuals it would seem to me that the central shaft (terminates on a striker and has a spring) that slides inside the adjuster should be able to slide all the way out the top of the adjuster if it was compressed on the spring. The manual states it is adjusted properly when this shaft sits flush with the top of the adjuster and when running moves in and out slightly.

On his bike this is not possible. The top of the adjuster is pinched such that the shaft stops about 5mm down from the top. I tried to insert the shaft in from the top and I could not.

So am I assuming correctly this is not right? That some dick probably used vice grips to grab the adjuster and compressed the top?

Anyone know the shaft size? I am thinking only way to open this up is drill in from the bottom with plenty of oil on the bit. If I try and drill from the top I think the bit would just grab on the slots.

Thoughts?
