Is your tire on the rim backwards?  check the rotation arrow on the side wall, the tread pattern looks backwards

go the wheels on and handle bar controls now the bike does idle unless i give it gas. i checked the carbs they seem good. going to check the valve clearance tomorrow

tried syncing the carbs today but it started raining and the connection i made to the manifold was leaking air

You have no airbox i would imagine it would not run well like that with stock jets.

That is cool and you are brave. Whenever one of my friends asks to "learn to ride" on one of my bikes i am leary to say the least. i would find a nice soft field somewhere lol.
