Wouldn't the sleeve push down and level when you torque the head? Or place the cylinder upside down on a hard, level surface, then use piece of wood and hammer and pound the sleeve back in.

When the cylinder is cold you should not try to move the sleeve.
when hot it will slide with out much effort

I hope you had a couple of wood blocks ready and welding gloves to lift it out of oven, if you stand it on spigots they will slide up further
Usually needs around 350~400f, I've done a LOT of big bore/liner changing  ;) 8)

That tends to happen with Honda barrels if the sleeve interference fit is a little on the light side. We have had a couple that happened to.

If you want a laugh, put a spare set of Honda twin barrels out on your driveway on a really hot day (right way up) and check them after an hour or so. Chances are the liners will be moved a long way. Sometimes they will fall out.

You can guess how I made that discovery. :-(

LA Sleeve recommend 0.004" interference but I find that's too tight so use 0.003"
Awful lot of earlier Honda's only had 0.001"~0.0015" interference (I've measured quite a few)

well, the liners did slide ALMOST back into place when i heated them up. i tried again with a different jig so there would be more weight on them and it got a bit better but they're still up by .004" at the high spots. does anyone know how much irregularity a head gasket can tune out? am i close enough to make it up with gasket goo?

They will drop when engine gets hot so you will probably need to re-torque head after first run.
 The alloy shrinks further than the cast iron so you chill top of cylinders while hot, I use an old baking tray full of ice so top of block will cool before bottom, I also made a fixture to clamp liners on the XS650-800 conversions I've done

ok, both liners are out. i thought maybe there was some crap in the seats that was keeping the liners up that extra 4 thou, but no. so now i have to decide if thats close enough or if i should be trying to get the liners trimmed. i dont really want to do a bunch of unnecessary work if the gasket will take up the .004" difference, but i dont want a motor that weeps oil constantly either... and meanwhile i scorched and discoloured my engine paint, so i have to go back to the blaster and repaint as well...

damaged the paint?  you didnt use a torch did you?
uneven heat is a really bad idea

400* in the oven for a while then literally tap them into place, job done

 DO NOT SHORTEN LINERS
They WILL move when engine gets hot and they are under pressure, then they will leak.
'Liner drop' is pretty well know by people who do big bore/liner swap conversions
I've only ever had one drop far enough to cause problems which is why I made fixtures to keep pressure on liner while cooling
