after installing the rearsets and making some linkage the outcome was there is way to much play in the lever before it engages. i have some pics below the first is in the normal pos. and the second is the point where the brakes start to engage. im not sure if the shoes are worn out or its just how it is and i need to find a way to pre-load the lever.

That is supposed to be a PULL arrangement and you have it "PUSHING".  Pull the pegs off/apart and reassemble the other way round with the operating arm up - not down

i ended up taking the hub apart to check the shoes. good news their brand new. long story short i accidentally re-installed the operating rod upsides down and yes it deffintaly worked wayy better. thanks much for the help eaither way any info is good info.
