I dont know the XS bikes as well as I know the CBs, but are the late XS bikes different?  as in more cruiser just like the the CBs?
If so then it might be a great bike to ride as is and learn, but might not be a great base for a custom build

Also the best advice will be to buy the BEST example that you can find, not the CHEAPEST.
You have mentioned price, or more importantly lowballing every CL add you see.  Shopping buy price is not such a great idea for a newbie that may or may not know what they are looking at.
Spend more money on a bike that is running and inspected.  Spending 1500-2000 on a bike like that will be cheaper and more importantly let you ride this season then a bike that you buy for a grand that has been sitting for year, even if it runs.
Most bikes that have been sitting are going to need tune ups, carb cleans, tires, brakes.  This is easy 500+ and the time to get the work done.
