re-gaping means, use a feeler gauge inplace of the sand paper. and tighten adjustment screw to hold said gap..

Yup. Gapping first, then timing. Changing the gap changes your timing so it's important to get that done first.

Can tell from the picture that you need a points adjustment. Hope your spark problems are that easy, check your points gap anually.

Ok I cleaned the points, and gapped them to .0015. The points are throwing out a pretty good spark now, but im not seeing that at the spark plugs, so Im guessing I need to replace the condensor?

Typo? It should be .015" not .0015".
If gapping is correct, a replacement condensor sounds like a good idea.

alright I got the points re-gaped and seeing a little bit better of a spark at the plugs. So probably need that condensor? I am pulling the sparks plugs and they are wet with fuel, so hopefully my carbs are good. thats for another thread though. I need to get this spark down.

the condensors are there to prevent voltage spikes...... you can run with out one for a bit. so, no. I'd check our gap again. you had enough questions to let me knlow you never gapp'd points before. so make sure it's right. spark should improve yet.

Ok so that answers some questions I had about the condensors. The only question I have about the points is, at what point do I set them. IE after i set them I turned the engine over so I could watch the points. After I stopped turning it over the points gap were different then what I set them at. I hope I am explaining this well enough. Do I need to set the engine to a specific point then set the gaps.

Yup. What Louie said.
Turn the engine until the the point you're gapping is at it's widest. That's where you set it. It should be somewhere in the neighborhood of 20°-30° after TDC.
