That's is above the cam chain tensioner. I can't tell because the picture is so close if this is the front side (exhaust side) of the engine above where the cam chain guide wound sit. Looks like the guide was not installed correctly and was thrashing around.

Not sure how that could rally happen though. That cover should hold the guide in place.
