You nailed it with the front brake mention. They were just in the wrong bag, they were the washers that keep the front pads locked in place ...mystery solved!

On stock rims it's best to use 80/90 or 90/90 front and 90/90 or 100/90 rear. With WM2/WM3 use 90/90F 100 or 110 R. With WM3 F&R, use 90/90 and 110/90
