This is how I troubleshoot. Look at the schematics and find the problem. (starter)
Does the starter work? If you unhook the starter and hook it directly to a 12v source does it spin?
Trace the problem back into the diagram and see what it is hooked up to. (ground, and Starter magnetic switch)...

I have a 550 that has the same leak out of the 2 and 3 carbs, but haven't pulled em yet, let us know how it goes...
