I installed a pair of 76' CB400f forks and wheel on my 80' CB400T. I also changed the triple clamps to match. Now the bike has disc brakes on spoked rims. The new forks are actually shorter so it has a lower stance.
Yes, the 78 tank will bolt right onto your 1980. I did the exact same thing last month, no problem. The 78 is shorter so you will just need to take off the tank mount extension, on the frame, then it will bolt right up perfectly.
