Who told you no paperwork in California is hell? It is the easiest state I have ever lived in, as long as the bike is no longer in the computer. If it is not in the computer you just get a VIN verification and it is yours. That Goldwing is still in the system and has been non-opped since 1998...

That is a law that varies state by state in the USA. Some require pedals, some don't, as far as I know. I think some lump anything with 49cc or below into the same category

Did you guys read the ad for the GPZ? It was not being built as a look good down the pub cafe racer. It was actually being built as a race bike and just never got finished. Even then, paint the seat to match the tank and you got a pretty good looking bike
