Looking for a unbroken throttle control/housing for a 1978 suzuki gs550e.

I'm trying to buy some new cables but confused if they are different. My throttle has two cables and ebay doesn't list differences. Are they identical?

So I just found a bike for 150 bucks. It's a kawasaki 650, and he says it doesn't run because of the starter. But my question is doesn't it have a kickstart? Or am I missing something here? He says the engine is good running condition.
