Ended up finding an Original BS90 Trail tank on ebay for the project.
Engine turned out to need much more than I planned.
Modified the frame to fit this 110cc Honda Clone engine.
Fit with very little modification.

If you read though my initial post rather than jumping right to your comments you would have read all about how it ran and drive before I started this project. It was drained to be on display.

You are reaffirming how culture stifles creativity and trying something new.
I had 1 week to put this together from parts at my shop.
Crazy goal but I am looking to spend less than $200 at the end. Quite ambitious I know.
So far here is where I am.
Bike -$75
Hardware replaced -$20
Headlight (free from box-o-parts)
Paint (Left over from wife's project)
Take off parts sold +$35
So far I am in for $60 ;)

Sanded it down and painted the frame tonight.
Seems like I always start with a black frame so I decided to do white for a change.
Trimmed the rear fender a bit and took a few tabs off.
Cleaned up and painted the front forks, triples, misc.
Picked up a 1964 Bridgestone BS90 on CL for $75 this past week.

Headlight cover I modeled this week. Shapeways should have the sample printed for me in the coming weeks. Its designed to resemble a WWII Anti-Aircraft Sight.
the frame is cut and tubed just behind the factory tank mount. Some of the earlier pictures in this thread show the frame mods.
The tank is a CB360 tank that I felt fit the lines better.
