Vin PLate Issue

I'm looking at a completely disassembled 77 cb550 with a frame in primer. The seller has a signed PA title (I live in Ohio) from the PO that he has not signed or processed and does not intend to. The Vin plate is missing from the frame but the steering head is stamped with a number that matches the title.
My question is will the stamped vin suffice or will the missing plate become an issue? I've spent some time in the past wrangling paperwork for vintage bikes but have never dealt with this problem. Normally I would walk away from this deal but the price is really good for what is offered.
What do you think?

I think you should call your DMV and ask
 
The stamped number is the real VIN. The plate is not needed. Usually. Some inspection agents can be dicks about it. But, that stamping is legally all you should need. The title (being from PA) has to have been signed in front of AND stamped by a notary to be transferable. Unless you know a nice or lenient notary in OH that is.
