wisconsin titling question

So,
wanted to ask some advice. I am rebuilding a CB360 that I bought on craigslist without title.
I was able to find someone locally who had a title that he was willing to sell me.
Here is the problem, the title that this guy sold me today has the engine VIN number on it. As a safeguard, I purchased the title, his frame, and his lower engine case with the engine VIN on it.

So my question is how do I go about getting this corrected so that my bike has a title? I don't really want to crack open my case and replace with his case (the case that the title is in). I was hoping maybe I could ask the DMV to convert the title from the engine case to the frame VIN number, and then I could use his frame and my own engine. Does this make sense. I am confused after typing this. Anyways, if someone has WIsconsin experience with something like this, let me know.
 
If I'm following your post correctly you have your complete bike with no title (A) and a titled frame with motor(B). As far as I know the title will go with the frame B and you can put your motor from A in the titled frame and go from there. Unless the VINs on the motor and frame of B don't match already. Then I'm clueless.

Sort of but you have the titled part wrong (the engine case is actually what is titled)
so to clarify,
a) I have a non-titled frame and non-titled motor that runs and I would prefer to keep together as one.
b) I have a titled engine block only and another non-titled frame that came with said titled engine block.

And basically none of the four VIN numbers match. So my question maybe should have said- is it possible in Wisconsin to transfer a title from an engine VIN to a frame VIN? That is what I think I need to get done somehow.

I hope this clarifies. So basically I am thinking that I somehow have to transfer the titled engine block to the frame it came with (see b above), then I will use that new titled frame with my complete, running engine listed in a). gosh is this confusing. maybe I need to call the "research department" at the Wisconsin DMV tomorrow to clarify.

Best idea yet....

For all you know wiscanson could be like my state and have a procedure for obtaining titles with just a vehicle with a VIN number, no papers no nothing.

I would just slap that damn engine that IS titled into the FRAME you want to use, take that thing down to the DMV and ASK if they can transfer title from the motor to the frame. Then build what you want.

right...., just thought maybe someone had a similar experience to share or some advice. DMV isn't always easy to get ahold of, nor are they always helpful.
 
In wisconsin the only thing that matters is the frame number. That being said you can get a replacement title called a bonded title. Basically you pay for a bond to insure the bike is not stolen. This bond covers you for 5 years. After that the title will be 100% clear. The cost is about $200.
