Your best option is to do a stem swap. It seems to be the easiest option. You end uo using stock bearings and your own stem

Here is a shot of my 82 Honda 750 Nighthawk. I have mono shocked the rear with a swingarm from an 88 cb1000 and a cbr900rr wheel and a 180 rear tire. The front consists of a 2000 gixxer 600 frontend. Still need to finish some wires and headlight. Getting close

The carbs on these bikes are a real pita for sure. Make sure the air box is on and sealed and also the boots between the carbs and head. Have you tried turning up the idle with the adjustment knob?
