I googled the Etch, it is lacquer and Duplicolor says 24-48 for a full cure which you need to coat it in Enamel. If you were going lacquer colour it would be 30 min. the Rule they have is:
Enamel can go over enamel
Lacquer can go over Lacquer
Enamel can go over Lacquer after full cure, not just...
True here. When I use the Lacquer primer I usually am top coating with a lacquer top coat then a 2 K Clear. When I use the enamels I use the etching primer if any primer at all. Can't remember the coat window but I again, read the cans of what I am using and follow what they say.

Probably. I've not used that particular duplicolor but Read the cans. the primer will say when you can top coat over it and what kind of paint. most are top coatable in 2-3 hours some in as little as 30 min but read the can. Duplicolor enamels are generally easy to spray and lay down well but...
