Brackets to hold headlight fairing, limited tools, more limited budget?

Could use some inspiration for the mounting hardware. The mount for the bottom of fairing will be easy. The mount for the top needs to be quite a complicated shape.

Messing arround with the bits of aluminium I have, I could bolt something together that will probably be suitable, but it will be a lot of work to file about 20 parts to shape, and if I crash it will bend and snap and I will have to do it all again.

My friend has welding gear I could use, but it is not the best, and I havent welded in many years, so would likely just make a mess if I tried to weld something from steel. I'm sure I could make something usable if I had enough scrap to practice on though. The biggest problem with that is I don't really want to wait six weeks until we are both free at the same time. At least with this method, I can probably just bash it back into shape if it gets bent.

I looked at plumbing fittings, but found nothing suitable. Looked on ebay, nothing. What I really want is some sort of rod, with sturdy ball joints at each end. Any ideas?

Is this a full type fairing? 1/2? Or just a 1/4 fairing that mounts to the forks and moves with the steering? I'm going to be doing a similar thing for my 1/2 fairing but haven't done anything with it yet.
 
It is a small fairing, from a Kawasaki AR125. You can see it test fitted in my thread about "exact opposite of do the ton"

I have some brackets designed in my mind, I am guessing the fairing + bracket will add about 2.5 kg on the front end, does this seem aceptable? About 1kg on the front was lost by the previous owner, different mirrors and clocks.

I am not a skilled enough rider to tell the difference myself, but the cg seems very wobbly. I want to reduce the wind blast when covering distance, but do not have the knowledge to know if I am accidentally screwing up the handling.

I am building this bike to ride, not to take photos.
