That is a bargain as a race/track bike. Batteries are cheap and tires are consumables, but it has a lot of nice parts. All it needs is a title and simple lights to make a great street bike.
 
I thought about buying it to swap all the coolness into my Seeley frame.
The bike really does have some quality parts and I am sure the package would work well on the track.
