CB360 Front Brake mount,not moving smoothly

Been Around the Block
I have a '74 honda cb360.
The front brake mount is suppose to pivot smoothly.

Except mine when I move the arm. It will stay in the position i left it in.
I remove the arm from the fork, and it is very hard to move the arm. I have put some penitrating oil on it, and it seems to have free'd up a little, but not enough.

How do I disassemble the brake arm? or how do I get it to move freely?

Should have a cotter pin in the bottom of the pin that the caliper bracket moves on. Remove it and tap the pin out of the bracket. Be careful to not lose the 2 orings in the bracket. Clean up all of the ancient grease that is in there. RE grease the pin and put it all back together.
 
Thank lingo worked perfect, after I put it back together correctly (took a couple tries).

Except there wasn't a cotter pin.
