cb360 -- overflowing float bowl, rpms not settling after rev

Fuel is spilling out of the overflow (mostly when starting the bike), RPMs take a while to settle down after a rev, bike starts without choke and dies the instant choke is closed...

Are these all signs of it being rich, maybe due to a clogged jet or float needle? I'm somewhat new to this. Thank you.
 
gonna have to pull the carbs off. When the fuel comes into the carbs (the bottom of the bowl) there is a float and a little needle valve that close up the bowl to stop this type of thing from happening....

pull the back off your toilet for an example... water fills up, the float well.. floats.. and when it hits the top, the water shuts off. If thats clogged, you probably want to clean out the rest of the carb too..... dont panic about it.. its not all that difficult to do AND your bike actually runs (amazing, given the circumstances)

Thank you. i was hoping that I could just drain and remove the bowl, and maybe free up the float needle (if that was indeed what was happening). I guess I need to find a few hours to pull them off all together.

There are a couple things it could be -- float valve is one. Other possibilities include a stuck float (tap it with a mallet and see if it stops overflowing), bad float, or cracks in your overflow tube.
 
^ those too. ive always liked the percussive maintenance aspect of motorcycles (hit it with a mallet).. BUT if you have not been in them yourself, its worth taking the time.
