Head gasket (MIA)

Been Around the Block
I just picked up a '74 cb360 and it turns on but runs rough. Pulled carbs and one of the emulsion tubes was sitting at the bottom of the float bowl. Cleaned them in an ultrasonic cleaner and going to reassemble them tomorrow. My question is about the lack of head gasket. It appears that there is no head gasket. There is only some slightly gooey sealant between the head and cylinder. I assume this might increase compression slightly but is there any harm in this if there is no leaks? The bike has 12k miles.

There is a cylinder header cover which attaches to the top of the cylinder head using just sealant, but between the cylinder head and cylinders there is definitely supposed to be a substantial gasket with copper sealing rings.
